GOP Block "Roy Amendment" Increasing Chance Of Scalise Speaker Nomination

House Republicans have voted to block an amendment proposed by Rep Chip Roy (R-TX) which would have raised the threshold the speaker nominee would require in today's internal House Republican Party vote.

  • Roy's amendment would have necessitated the speaker candidate receive a 217 votes to win the internal nomination. Supporters of the change argued that the rule would decrease the risk of a protracted and politically damage intra-party fight on the House floor.
  • Those opposed to the rule change, including House Majority Leader Steve Scalise (R-LA), believed the change would lead to an extended period of paralysis which would have delayed the election of a new Speaker.
  • With the amendment blocked, a simple majority in today's conference vote will send the winning candidate to the floor for a full House vote, likely to take place on Thursday at the earliest.
  • Defeating the Roy amendment as seen as significantly increasing the prospect of Scalise taking the nomination.
