Gov't-Supply Quotas Could Be Implemented In Case Of Gas Shortage

Swiss gov't has released a statement outlining potential measures it could implement this winter in an effort to reduce the impact of energy supply shortages.

  • "Since Switzerland has neither its own natural gas production facilities nor seasonal storage facilities, in the event of a shortage the only available measures on the demand side...are to reduce natural gas consumption."
  • "As soon as a shortage begins to emerge, appeals are made to all natural gas consumers. If, despite the call for voluntary savings, there is a shortage, the Federal Council can order the interruption of the natural gas supply for all switchable systems....By switching the dual-fuel systems to other energy sources, a rapid reduction in natural gas consumption of 15 to 20 percent can be achieved."
  • "In Switzerland, households account for more than 40 percent of gas consumption; therefore they must also be involved in these measures. Essential goods and services must not be significantly affected. The use of gas in the areas of sports, leisure, wellness and, for example, patio heaters can be prohibited. Restrictions on use and bans serve to prevent, as far as possible, quotas that would be associated with significant economic damage."
  • "If the previous measures are not sufficient, the consumption of single-component systems can be further reduced by setting quotas. All consumers would be affected, with the exception of protected customers (households and basic social services such as hospitals or emergency services)."
Gas only supplies around 15% of Switzerland's energy needs, but all is taken from exchanges in EU, so vulnerable to shortages if Russia reduces supply this coming winter in an effort to force Europe to loosen sanctions.
