EU: Initial comments from member state leaders ahead of the European Council
sounding pretty negative re: the next long-term EU budget (multiannual financial
framework, MFF).
- Spanish PM Pedro Sanchez has called the budget proposal from Council Pres.
Charles Michel "very disappointing", while Dutch PM Mark Rutte said that the
Netherlands, alongside other net contributors Denmark, Austria, and Sweden,
would stick to their stance of not paying more. 
- Meeting is likely to continue long into the night and into tomorrow. 
- French Pres. Macron has said that an agreement is possible. 
- Despite this, not a huge amount of confidence that member states can agree how
to plug UK-sized hole in EU budget.
