Lord Frost: UK Not At Art.16 Point Yet, But It Could Prove Only Option

UK Cabinet Office minister Lord Frost speaking presently in the House of Lords (link) regarding the Northern Ireland protocol, fisheries, and wider EU-UK relations.

  • Says that the overall FTA (the Trade and Cooperation Agreement) between the UK and EU is working well, but that the fisheries and Horizon (the EU's R&D programme) are the major issues.
  • Warns against 'disproportionate' response from the EU to any UK action.
  • Says that the UK has delivered a new legal text on NI protocol to the EU, but that the two sides have not yet bridged the gap. Says that he is 'optimistic' on reaching an agreement.
  • Says that if NI protocol talks fail then the invocation of Article 16 (that disapplies the protocol) will be the gov'ts only option.
