Executive Summary

Monday 21 February:

  • Russia: President Vladimir Putin set to address Russia’s national security council. Comes as tensions reach an all-time high in the Ukraine crisis, with frantic diplomatic efforts over the weekend attempting to prevent a Russian invasion. Calls between Putin and French President Emmanuel Macron may have been enough to set up a summit involving Putin and US President Joe Biden, but this is as-yet unconfirmed. German Chancellor Olaf Scholz will hold a call with Putin later on Monday.
  • EU-UK: A meeting of the EU-UK Joint Committee under the Withdrawal Agreement takes place in Brussels. This is the first such meeting to take place since the summer of 2021, and comes as there is still little concrete progress on resolving issues with the Northern Ireland protocol. UK Foreign Secretary Liz Truss chairs for the UK, with European Commission VP Maros Sefcovic chairing the EU side of talks. Unclear if a deal possible any time soon, with the EU wary of carrying on talks during the election campaign for the Northern Ireland Assembly.
  • European Union: EU Foreign Ministers meet in Brussels for talks on the situation in Ukraine, and will also host Ukrainian FM Dmytro Kuleba. Later in the day, French Foreign Minister Jean-Yves Le Drian will hold a call with his Russian counterpart Sergey Lavrov.
  • Hungary: Prime Minister Viktor Orban visits Slovenia for talks with PM Janesz Jansa. Both leaders have overseen a major deterioration in relations between their governments and the European Union, but now both face difficult general elections taking place in the spring. The two are set to sign a cross-border cooperation agreement to aid with investment in regions with mixed Slovene-Hungarian communities.
  • United States, Canada: Public holiday for President’s Day in the US, in all provinces bar Quebec, Labrador & Newfoundland, and the three territories in Canada for various holidays.
