Monday 23 August:

  • United States: House of Representatives returns early from summer recess to seek progress on the bipartisan infrastructure package and the budget resolution concerning the USD3.5trn 'American Families Plan'. The House Rules Committee meets at 1100ET (1600BST, 1700CET) to prepare a rule that will allow the House to deal with both packages. There will be debate and a vote expected on Monday evening. Once the rule is adopted the House can take up the legislation. On 21 August, Speaker Nancy Pelosi outlined in a letter to Democrats in the House that she wants the packages adopted by 1 October. The Speaker faces a difficult time working both packages through the House, with leftist factions of the Democratic party demanding the larger package proceed before the USD1trn bipartisan bill, while a moderate grouping of representatives are demanding the opposite. With the GOP staunchly opposed to the USD3.5trn package, Pelosi can only afford to lose the support of three Democratic congressmen to hold onto a majority in the House.
  • Canada:The federal election campaign enters its second week after a tough start to the contest for Prime Minister Justin Trudeau's centre-left Liberals. Opinion polls show support for the Liberals sliding, although the opposition centre-right Conservatives and leftist NDP are not making significant gains at Trudeau's expense. On Monday Trudeau speaks at campaign stops in Nova Scotia and Newfoundland & Labrador. Conservative leader Erin O'Toole speaks in Ottawa before hosting virtual town halls with voters in Ontario and Manitoba, while NDP head Jagmeet Singh speaks in Quebec.
  • Ukraine:President Volodymyr Zelensky holds the first 'Crimea Platform' summit, designed to raise diplomatic pressure on Moscow to end its occupation of the Crimean Peninsula. Delegates from 44 countries expected to attend.
