Politico-Top EU Jobs Already Decided Among Officials

Politico is reporting that according to eight officials with knowledge of the matter, the identity of the four individuals who will hold the leadership positions of the EU's political institutions for the coming term has already essentially been decided. The article claims that, "An unusually early consensus appears to be emerging around the preferred names to sit at the EU’s top table: Germany’s Ursula von der Leyen for a second term as European Commission president, Portugal’s António Costa as European Council president, Malta’s Roberta Metsola as the European Parliament boss and Estonia’s Kaja Kallas as foreign policy chief." Discussions will take place between national leaders on 17 June.

  • Following the European Parliament elections there had been the prospect that lengthy negotitions between the centre-right European People's Party (EPP), centre-left Socialists and Democrats (S&D) and liberal Renew Europe would be required to gain the requisite support to fill the positions.
  • The continuation of VdL and Metsola (both EPP)'s terms, the replacement of Charles Michel by former Portuguese PM Costa (S&D) and Estonian PM Kallas (Renew) stepping down to take the foreign policy role from Josep Borrell would keep the same split of positions between the main moderate groups in the EP, with the Council presidency and foreign policy roles switching between S&D and Renew.
  • French President Emmanuel Macron was viewed as a potential disruptor to a smooth selection process. However, he will now be entirely focused on the snap general election he has called for at the end of the month.
