President Expected To Delay Government Formation, Post-Election Talks Begin

  • Pro-EU opposition leaders reiterated their calls on President Andrzej Duda not to obstruct their efforts to form a coalition government after voters handed them a mandate to take power. It is expected that the process of government formation may take at least a few weeks, with Duda likely to ask the ruling Law and Justice (PiS) to make the initial attempt to form the new administration. New Left MP Krzysztof Gawkowski suggested that the first meeting of the new parliament may take place after November 11; outgoing Deputy Defence Minister Wojciech Skurkiewicz mentioned November 13/14. This will start the clock for the President, who will have 14 days to nominate a candidate for Prime Minister.
  • The leaders of PSL and Poland2050, the constituent parties of the Third Way, will in the coming days discuss whether to form one or two parliamentary caucuses. Running in the elections under a single banner, they managed to secure a strong third place behind the main contenders for power PiS and KO. Separately, WP reports that lawmakers from Sovereign Poland, a hardline faction of the current ruling bloc, are debating breaking away from PiS and forming their own parliamentary caucus.
  • Onet reports that the ruling party's top brass including its leader Jaroslaw Kaczynski no longer believe that they could possibly prevent the formation of a coalition government by the three pro-EU parties. Kaczynski is looking to convene a party congress and reshuffle party executives. He is also reportedly planning to delay government formation as much as possible, which has been agreed with the Presidential Palace.
  • Rzeczpospolita ran a piece noting that the expected delay to government formation leaves a very narrow time window for rewriting and approving the 2024 budget bill. The imprecise language of the constitution leaves some room for interpretation around the relevant deadlines, potentially setting the scene for a legal conflict.
