Putin Talks On Minsk Agreements, Nuclear Stance, Oil Cap

• Putin: We will have to make agreement eventually, we are ready for agreements. The question is how to make deals, where are the guarantees?
• Putin: Minsk deal cheated on us, they pumped Ukraine with arms...We did everything right, no one was going to abide by Minsk deal [Minsk ceasefire deal agreed post-2014 between Russia, Ukraine, OSCE, helmed by France and Germany].
• Putin: Nothing would remain of any enemy who decided to attack Russia with nuclear weapon....We have no strategy on preventive nuclear strike, unlike U.S...We regularly test our nuclear capabilities, we do not conceal anything.
• States that oil prices will 'skyrocket' and hit those that propose price caps. Says that Russia will not sell oil to those proposing caps. Also says that Russia may reduce output in response to the cap and confirms that a decree responding to the G7 price cap will be announced in the coming days. Says that the price caps are 'in line' with prices that Russia sells its oil. Adds that Russia 'will not sustain losses' from the cap.
