Putin To Travel To DPRK June 19, Vietnam, June 20

Russian wires reporting official confirmation that Russian President Vladimir Putin will travel to North Korea on June 18-19 and Vietnam on June 19-20. It will be Putin’s first trip to the DPRK since 2000 and his first to Vietnam since 2017.
- Putin’s trip to Pyongyang reciprocates a trip North Korean leader Kim Jong-un made to Russia in September 2023 where the two leaders deepened defence ties. That trip raised concerns in the West that the DPRK could fill a Russian shortfall in convention munitions to be used in Ukraine. Western intelligence reports have warned that, in return, Moscow could provide weapons technology used to advance Pyongyang’s nuclear and satellite programmes.
- Bloomberg reports, citing South Korea’s defence ministry, that North Korea has shipped nearly five million artillery shells to Russia.
- VOA notes, “Though the [2023] interactions underscored growing defense ties... no formal agreements were announced during the meetings… [But when Putin visits North Korea], there may be more than just handshakes.”
- In Vietnam, Putin is expected to meet new president, To Lam, a move which will be poorly received in Washington considering a decision to upgrade US-Vietnam relations to a “comprehensive strategic partnership” last year during a visit by President Biden. Biden said at the time that the US had “entered a new stage” in closer ties with Vietnam.
- Sources told Reuters Putin-To talks in Vietnam would include discussions on defence contracts, energy, and rouble-dong payments to limit the effects of US sanctions.
