ROMANIA: Ludovic Orban confirmed as new PM in a parliamentary vote yesterday
following collapse of Viorica Dancila's Social Democratic gov't in October. 
- Orban's centre-right National Liberal Party will operate as a minority gov't
with support from 4 other parties and national minority groups in confidence &
supply agreement. 
- New gov't faces important decision immediately in nominating Romania's next
European Commissioner. The von der Leyen Commission is yet to take office after
rejection of initial Romanian commissioner. 
- Candidate is likely to be approved by President Klaus Iohannis. The president
had previously rejected commissioner candidates put forward by Dancila while she
was caretaker PM. Orban and Iohannis both hail from the centre-right European
People's Party grouping at the EU level, making it an easier ideological fit.
- Von der Leyen commission could face difficulty in getting new Romanian
commissioner approved. MEPs from centre-left S&D group could seek to hold up
approval of new EPP commissioner given they were expecting the Romanian
candidate to come from their own Social Democratic group under Dancila.
