Russian Fuel Exports Rise in Nov Despite Storm Disruption

Russia exports of diesel and gasoline recovered in November boosted by the end of refinery maintenance and the easing of fuel export restrictions.

  • Refined fuel exports rose about 164kbpd from the three year low in October to 2.2mbpd despite storm disruption to port loadings according to Bloomberg based on Vortexa data.
  • Exports of diesel and gasoil grew 12% from October’s level to a three-month high of 894kbpd with most cargoes to Africa and South America, especially Brazil.
  • Naphtha shipments eased about 3% to 362kbpd, gasoline and blending component rose to 75kbpd, jet fuel fell to 8kbpd and fuel oil rose about 4% to 727kbpd and vacuum gasoil rose to 149kbpd.
  • Russia has pledged deeper export cuts during Q1 of 300kbpd for crude and 200kbpd for oil products from a May-June base.
  • Russia is expected to increase exports of diesel from major western ports in December with delayed Black Sea loadings from Nov. Russia is however not considering lifting the ban on winter-grade diesel exports.
