Terrorist Threat Level Raised To 'Severe'

Numerous UK outlets reporting that British security services have raised the terrorist threat level from 'substantial' to 'severe', the second-highest threat level in the UK's five-tier system. Comes after the foiled suicide bombing in Liverpool on 14 November.
