UKRAINE: The tendered resignation of Prime Minister Oleksiy Honcharuk may not
prove to be the major crisis in Ukrainian politics that it first seems. 
- Honcharuk has today offered his resignation to President Volodymyr Zelenskiy
after a leaked tape emerged on which the PM questions the president's ability to
manage the economy. The PM stated that "Zelenskiy has a very primitive
understanding of the economy", and that he did not comprehend the reasons behind
the strengthening of the hryvnia currency over 2019. 
- However, there is no guarantee that Zelenskiy will accept the PM's
resignation. Under the constitution, the PM should submit their resignation to
parliament, not the president, raising claims that the move is purely political
and intended to save face.
- Honcharuk has claimed that the recording was doctored from fragments of the
conversation held in order to present a false view that he and his team do not
respect the president.
