UK Europe Min: Earliest Date For NI Protocol Bill w/c 6 June

Cristina Gallardo at Politico tweets comments from UK Europe Minister James Cleverly's session before the House of Commons Protocol on Ireland/Northern Ireland sub-committee:

  • "The EU's response to the UK's unilateral plan on the NI protocol has been one of "disappointment rather than anger," James Cleverly told MPs. The government has followed "a policy of no surprises" in regards to the UK's negotiations with the EU, he said."
  • "The government wants "to move quickly" with the legislation on the protocol. The earliest date to table the bill is the "first week back from recess, [w/c 6 June]" but ministers want to get it right, Cleverly adds."
  • "The government's priorities are fixing disruption to East-West trade across the Irish Sea and the re-establishment of the power-sharing executive in Northern Ireland, the UK's Europe minister says."
  • "A lot has been fixed already, especially on medicines supply to NI, Cleverly says in a bid to highlight the positive aspects of the talks with the EU. But the problem is "the level of reassurances" Brussels seeks about the integrity of the EU single market."

Even if the NI protocol bill is tabled the week commencing 6 June, the legislation is likely to take a long time to get through parliament. A number of Conservative MPs uneasy with perceptions the gov't is breaking international law are likely to seek amendments to the bill. Even once through the Commons there will be a lengthy process of 'ping pong' with the House of Lords where amendments are sent back and forth between the chambers. No EU action likely re: sanctions, trade war, until bill is enacted.
