Monthly UK public sector borrowing came in below its year-ago 
figure in November, to leave year-to-date borrowing at a 16-year low of 
stg32.8bn. That's above the OBR's full-year forecast of stg25.5 but 
there tends to be an influx of self-assessment tax receipts in Jan/Feb 
which, based on average levels from the past two years, should bring 
borrowing back towards this the OBR's projection. Changes to the 
accounting of student loans, heavily covered by media earlier this week, 
will only show up in the data from September 2019, the ONS said.
