US: President Yoon To Address Joint Session Of US Congress

SOUTH KOREA

11:00 ET 16:00 BST Republic of Korea President, Yoon Suk-yeol, will today address a joint session of the United States Congress. President Biden and Yoon yesterday unveiled an upgraded joint security pact to enhance nuclear deterrence, "deepen regional engagement," and “broaden ironclad bilateral ties.”

  • Semafor writes that the ‘Washington Declaration,’ “is a response to North Korea’s drastically growing nuclear arsenal and threats, and China’s apparent enabling of Pyongyang.
  • US officials stressed that, although nuclear armed US submarines will be deployed to South Korea for the first time in 40 years, American nuclear weapons will not be permanently stationed in Korea noting that Washington removed US nuclear weapons from South Korea in 1991.
  • The US-ROK enhanced security pact is a firm signal that Washington intends to deepen military alliances with allies in the Indo-Pacific. The Biden administration’s vision for the Indo-Pacific hinges upon the dual security alliances of the QUAD (US, Japan, India, Australia) and the nuclear submarine pact AUKUS, (Australia, UK, US) both alliances which extend US military reach in the region and may include South Korea in the future.
