Q: Bailey asked about whether the pace of QE is useful. Does the pace only matter when markets are disorderly?

A: Only tentative evidence so far. The two periods of QE with the biggest impact were when markets were in difficult conditions. There is some support for state contingent when in difficult market conditions but doesn't want to overplay the relationship.
