Congress Sets December 07 Date For Castillo Impeachment Debate

  • Peru’s congress approved impeachment proceedings against President Pedro Castillo, the third attempt to remove him since he took office less than 18 months ago.
  • The vacancy motion against Castillo was admitted for debate with 73 votes in favour for vacancy, 32 against and 6 abstentions. Furthermore, it was agreed by 59 votes that the Congress is to debate and vote on the presidential impeachment next Wednesday, December 7th. For the President to be removed from first office, 87 votes are required, requiring an additional 14 from yesterday’s total.
  • JPMorgan reiterate that if all lawmakers representing center parties align in favor of the vacancy, another 11 votes would be added, reaching 84, so still short of the required majority. That said, the fluid political situation, the fragility of the Executive, and the support of the Constitutional Tribunal to the Congress in terms of confidence motion interpretation, make the outcome of the vote uncertain.
    • In case President Castillo is impeached, Article 115 of the Constitution establishes that the First Vice President, Dina Boluarte, assumes the first office.
