EU Leaders, Germany's Scholz Hold Post-EUCO Pressers

European Commission President Ursula von der Leyen, Council President Charles Michel and Swedish PM Ulf Kristersson are holding a presser following the conclusion of the EUCO summit in Brussels. German Chancellor Olaf Scholz is holding a separate briefing.

  • On the inability of the EUCO to reach agreed conclusions on migration, Scholz states that it makes no difference legally. Bernd Thomas Riegert at DW "German Chancellor Scholz said legislative process to reform migration should go ahead, despite objections from Poland and Hungary. Discussions are normal, but decision was taken by home affairs ministers already with vast majority."
  • While migration is not a market-moving issue, the inability of member states to reach an agreement could bleed into other issues as well as exacerbating already-evident political divisions between Brussels and Poland/Hungary.
  • Mirroring the language of the summit conclusionson the EU-China relationship, Scholz states that "Nobody aims for a decoupling from China, it is about de-risking." Adds that "We will continue to cooperate economically with China, but we must not have strategic dependencies on China."
  • Dave Keating at France24: "President von der Leyen says EUCO has tasked Commission to come forward quickly with a legally sound proposal to use seized Russian cash to rebuild Ukraine. “We will focus prudently on the windfall profits from the immobilised assets of the Russian Central Bank.”
