The final European Council summit of 2024 is set to get underway shortly, with member state leaders arriving and delivering doorstep comments currently (live stream here). Politico outlines the three major topics for leaders to deal with today: "The EU’s role in the world and how to prepare for the U.S.’s limited role in Ukraine; how to handle a potential new trade war between the U.S. and China; and the situation in the Middle East." Headlines likely to emerge throughout the day on these three main topics, with a presser likely in the afternoon and then later at night once the EUCO conclusions have been agreed.
- French President Emmanuel Macron is not in attendance (he is visiting the cyclone-ravaged overseas department of Mayotte), and will be represented by German Chancellor Olaf Scholz.
- Ukrainian President Volodymyr Zelenskyy is attending the Council after meeting with NATO leaders at a dinner hosted by Sec-Gen Mark Rutte on 18 Dec. Speaking to reporters he said “We need very much unity between EU and the U.S. to achieve peace. Together they can stop Putin and save Ukraine,”
- Notably, this EUCO - and presumably those going forward - is being limited to a 24-hour event in an effort to encourage compromise and avoid dragging issues out. The initiative by new European Council President Antonio Costa is popular with national leaders, but it could be swept away when it comes to debates on major issues such as the multiannual financial framework.
