POWER: Fingrid Warns EstLink 2 Failure Could Strain Winter Electricity Supply

Fingrid has updated its assessment of electricity sufficiency for the current winter, cautioning that the failure of the 650MW EstLink 2 connection between Finland-Estonia could strain the electricity supply during extremely cold and windless days, according to the TSO.

  • Domestic production capacity is 13.6GW on average winter days and 11.8GW on very cold, calm days, with estimated consumption reduced by 450MW due to reduced availability of electricity (see chart).
  • However, while electricity is expected to be sufficient under normal conditions, prolonged severe weather or technical failures may lead to intermittent shortages, the TSO added.
  • In 2024, 4.2TWh of electricity flowed via EstLink, with Finland exporting 90% of the time and importing during high demand.
  • The 650MW Estlink 2 is expected back online on 31 July 2025, while 350MW Estlink 1 is still available.
