Full Keystone Restart Slated for Dec 28-29

The Keystone oil pipeline full restart is not due until around December 28-29 according to Bloomberg sources, dragging on from initial reports of December 20 which failed to materialise.

  • The sources were not clear on the reason for the delay, but TC Energy has stated the cold weather had hampered clean up operations because of the heavy bitumen content of the oil that leaked.
  • The company has already submitted a restart plan with the federal government, which must give approval before operations can resume.
  • TC Energy has not provided an official estimate for the full restart.
  • The leg from Steele City to Cushing is the section that remains shut.
  • The pipe was running at 650,000 bpd when it leaked as TC Energy raised flow rates to test the systems operational efficiency.
