House To Begin Voting On Politically Charged FY24 Bills Ahead Of Aug Recess

The Republican-controlled House will begin voting today on its FY24 spending bills. The two bills - Milcon-VA and FDA - have both been marked up significantly lower that the appropriations levels agreed to in the Fiscal Responsibility Act putting the House on a collision course with the Senate and elevating the risk of a government shutdown in October.

  • House Speaker Kevin McCarty (R-CA) has the twin task of convincing his unwieldy caucus to vote on bills which are in direct conflict with the Senate and decide on politically sensitive “hot button” amendments.
  • The Rules Committee will meet at 15:00 ET 20:00 BST to consider amendments and, as with the debt limit bill, conservative Republicans are threatening to leverage a government shutdown, and their powerful grip on the Rules Committee, to press for spending cuts and conservative policy amendments.
  • Rep Ralph Norman (R-SC) said: "If we don't agree with the outcome, we'll vote against the rule and do whatever we have to do.”
  • Conservatives on Rules Committee voted "against the rule” earlier this month – a highly unusual tactic which effectively blocked McCarthy from moving legislation.
