RIA Novisti publishes new martial law rules imposed across the four annexed Ukrainian regions, select parts below:
- "At a meeting of the Security Council, Putin announced martial law in the new regions of the Russian Federation [...] Organization of production of products and services for state needs,[...] temporary resettlement of residents to safe areas, [...] special regime of entry and exit to the territory, [...] restriction of freedom of movement on it, Suspension of activities of political parties [...], Involvement of citizens in the performance of work for the needs of defense, [...] , Seizure of property necessary for defense needs [...], The introduction of military censorship in the field of communications, as well as control over telephone conversations, Ban on travel of citizens outside the country."
- Unclear whether the ban on citizens leaving Russia applies to those newly-annexed individuals from the four Ukrainian regions, or to all Russian citizens across the federation.
- Kremlin also enacts 'economic mobilisation' in 8 regions in and adjoining Ukraine, while the Central and Southern Federal Districts are placed on 'high alert regime'.
- Max Seddon at the FT: "Kremlinologists will note that [Chief of General Staff] Gerasimov and [Director of National Guard] Zolotov, who aren't permanent security council members, are [at Security council meeting], and [Defense Minister] Shoigu – who is a permanent member – is not."
