President To Announce Next Steps In Gov't Formation, Coalition Pact Expected This Week

  • President Andrzej Duda has made a "final decision" regarding the first step of the government formation process, according to his chief aide Marcin Mastalerek, and will announce it in a special address to the nation at 19:00GMT/20:00CET. The President has been facing conflicting pressures from the ruling Law and Justice (PiS) party and a three-party pro-EU coalition (CIvic Coalition, Third Way, New Left), after both told him that they can form government, even as it is the pro-EU camp which will have 248 lawmakers in the 460-seat lower house. The ball is in the President's court as he now needs to pick his candidate for a Prime Minister. The two candidates informally presented to the head of state by the rival political camps are Mateusz Morawiecki and Donald Tusk, but Duda's options are not limited to these two names.
  • Coalition talks between the Civic Coalition, Third Way and New Left are on the final stretch, with Rzeczpospolita suggesting that two key documents (the Cabinet line-up and a joint policy agenda) could be unveiled on Thursday, days before the first meeting of new parliament scheduled for November 13. Sources told DGP that the coalition pact may include a commitment to raise wages in the public sector and extend the existing energy price subsidies. It now seems that Third Way's Wladyslaw Kosiniak-Kamysz and New Left's Krzysztof Gawkowski could become Deputy Prime Ministers, taking on the Defence and Digital Affairs portfolios respectively. Civic Coalition's Donald Tusk will speak from 17:00GMT/18:00CET and may discuss the ongoing coalition talks, albeit is not expected to unveil all the details yet.
  • The NBP begins its monetary policy meeting on Tuesday and will wrap it up Wednesday, with the usual press conference expected on Thursday. The central bank delivered a cumulative 100bp worth of rate cuts at the previous two meetings.
