Putin Makes Surprise Visit to Annexed Regions; Lavrov Resumes Latin America Visit

  • President Putin visited two occupied regions of Ukraine in an unexpected visit, a video released by the Kremlin revealed. Putin heard reports from military commanders at the Vostok National Guard in the eastern Ukrainian region of Luhansk and at the headquarters of the Dnepr grouping of troops in the southern Kherson region. “It’s important for me to hear your opinion about the situation,” he told officers in video released by the Kremlin today.
  • Foreign Minister Sergei Lavrov and his Brazilian counterpart Mauro Vieira have agreed to continue to align and coordinate the two countries' approaches in international affairs, the Russian Foreign Ministry said on its website as cited by Interfax. Lavrov was also received by Brazilian President Lula and met with the Brazilian leader's foreign policy advisor.
  • Russia will make foreign companies subject to paying the windfall tax that is supposed to fill the budget depleted by the war, Vedomosti reports citing unidentified officials familiar with plans. The Finance Ministry proposes to call the one-time levy an “emergency tax”.
  • Lavrov continues his Latin America tour while Chinese Defense Minister Li Shangfu continues his visit to Russia. There are no notable economic releases scheduled today.
