A: IMF didn't say negative rates were bad - have stimulated economy, helped
employment. But IMF raised concerns about very negative rates for long time. So
far overall assessment positives effects outweigh negative effects. But are
constantly monitoring which is why tiering introduced.

A: No real comment on disagreements within GC - not been first time. Taken as
part and parcel of ongoing debate.
