RUSSIA: Putin-No New Mobilization Needed For Ukraine

Wires continuing to carry comments from Russian President Vladimir Putin (see 'SECURITY: Putin-Use Of Nukes Could Speed Up Attainment Of Russian Goals' 1601BST). Following his comments earlier in the week suggesting that Russia could arm the west's enemies with long-range missiles, Putin claims that "We reserve the right to do so, but we haven't delivered so far", adding "We have the right to respond in kind [but] I can't say that we will supply the weapons tomorrow". 

  • On the war in Ukraine, Putin claims that there is no need for another military mobilization, and that "We have enough volunteers". Says that 160k have signed up since the start of the year. 
  • Continuing the nuclear rhetoric, Putin says that "I proceed from the fact that we will never get to nuclear war...We have no need to thing about nuclear war...I'd ask everyone to not even mention it," adding that "We don't need nuclear weapons to secure victory."
  • Ukraine does not have carte blanche when it comes to using US weapons to hit Russia, with CNN noting, "The US is standing firm in not allowing Ukraine to use the most formidable munition it has been given to fire into Russia: the long-range missiles known as ATACMS that can hit targets 300 kilometers (nearly 200 miles) away. Instead, Ukraine can only use shorter-range missiles known as GMLRS, which have a range of around 70 kilometers (around 40 miles)."
