RATINGS: US: Moody's "assigned an Issuer Rating of Ba1 with a stable outlook to
the Government of Guam. This rating serves as a reference point for the ratings
on the revenue bonds of the territory's enterprise authorities: Guam Waterworks
Authority (Baa2 stable), Guam Power Authority (Baa2 stable), and A. B. Won Pat
International Airport Authority (Baa2 stable). The Issuer Rating is equivalent
to the rating we would assign to general obligation debt of the government."
- It said rating "reflects Guam's small and concentrated economy; weak general
fund finances; and debt levels, while below those of other territories,
significantly above US state medians. Generally positive economic trends and a
good economic outlook, and a favorable pension funding situation are also
reflected in the rating. While the recent escalation of regional geopolitical
tension is credit negative for Guam, the risks are sufficiently low and are not
currently a rating factor."
