VdL Presser @ 1215CET, Set To Back Ukraine Accession Talks

European Commission President Ursula von der Leyen and European Commissioner for Neighbourhood and Enlargement Oliver Varhelyi set tospeak at a presserat 1215CET (0615ET, 1115GMT) regarding the 2023 EU enlargement package and the EU's new Growth Plan for the Western Balkans. The Commission is expected to formally recommend that accession talks with Ukraine are opened, subject to Kyiv meeting previously outlined conditions.

  • The Commission is also expected to recommend accession talks begin with Ukraine's neighbour, Moldova, and that Georgia is awarded official candidate status.
  • Following the expected recommendation it will fall to the December EUCO summit to formally vote on an unanimously approve the opening of accession talks.
  • While the bloc has sought to present a united front in backing Ukraine in the face of Russia's invasion there remain clear divisions between member state stances that risks a deterioration in relations. Some such as France and Portugal are, according to Politico, advocating a 'gradual' approach for Ukrainian accession, while they also report that VdL's approach is seen as “timid,” in not providing Kyiv with 'quick wins' to avoid impatience from Ukrainian citizens.
