White House Urges Congress To Pass Short Term Measure To Fund Government

A spokesperson for the White House Office of Management and Budget has urged Congress to pass a short-term continuing resolution to fund the government and avoid a government shutdown when FY23 expires on September 30.

  • OMB: “Although the crucial work continues to reach a bipartisan, bicameral agreement on fiscal year 2024 appropriations bills, it is clear that a short-term continuing resolution (CR) will be needed next month.”
  • Congress must legislate all 12 annual spending bills before Sept 30 - highly unlikely due to internal disputes over the spending within the House GOP - or pass a CR. Both House Speaker Kevin McCarthy (R-CA) and Senate Majority Leader Chuck Schumer (D-NY) have indicated that a CR, likely through December, is the only realistic way to avoid a shutdown but passage of a CR will be tricky due to threats from conservative House Republicans to force a shutdown if demands for fiscal restraint are not met.
  • Goldman Sachs noted earlier this month that a government shutdown may be more likely due to the absence of severe economic consequences like those which applied sufficient pressure to raise the federal debt limit in June.
