Biden To Make "Major Speech" On Ukraine Aid

President Biden, speaking at the White House, has responded to questions from reporters on the future of Ukraine aid by stating the disarray on Capitol Hill does "worry" him, but he knows that a "majority" of lawmakers of both parties who support continued aid to Ukraine.

  • Biden continued: "I'm going to be announcing, very shortly, a major speech I'm going to be making on this issue and why its critically important for the United States and our allies that we keep our commitment."
  • Biden says he will make the argument that it is "overwhelmingly in the interest of the USA that Ukraine succeed."
  • On whether dysfunction in Congress will affect Biden's domestic agenda: "The dysfunction always concerns me...[but] I'm not concerned that [Republicans] will come in and try to dismantle [legislation passed during his term]."
  • When asked how long the US can continue supporting Ukraine, Biden gives a lengthy pause and says: "We can support Ukraine in the next tranche that we need, and, there's another means by which we may be able to find funding for that but I'm not gonna get into that now."
  • There has been speculation that Democrats can advance legislation in the House through a discharge petition. That would require at least five Republicans to join with Democrats to bypass the authority of the Speaker. The discharge petition was suggested during both the debt ceiling crisis and last week's government shutdown events.
