IMF: -Global medium-term growth is vulnerable to financial imbalances after
2019's market rally and central bank cuts, the IMF says Tuesday in a blog post
-Emerging market government and corporate debt and high-yield US debt gained
more than 12% as central banks made most rate cuts since 2008
-While rate cuts curbed short-run risks and boosted growth by 0.5pp, the
stimulus comes late in the economic cycle
-"The deployment of cyclical macroprudential policy tools, such as the
countercyclical capital buffer, is now paramount to keep rising vulnerabilities
from putting growth at risk in the medium term"
