Delivering doorstep comments at informal meeting of EU heads of gov't in Prague, Italian PM Mario Draghi states that the European Commission will present its energy proposals ahead of the 20 October European Council summit. Draghi says plan has three aims: "to decrease prices, to have an element of solidarity in the mechanism and the beginning of reform of the electricity market".
