Qatar Designated Major US Ally But Cannot Prevent Euro Gas Crisis

  • After a meeting with Qatar's Emir Sheikh Tamim, President Joe Biden designated Qatar a major non-NATO US ally. Biden described Qatar as a ‘good friend and reliable partner.’ The designation will give Doha special economic and military privileges in dealings with Washington.
  • Energy security was in focus as part of the White House drive to get assurance from gas suppliers that contingencies are in place to avert a European gas crisis in the event of a war in Ukraine or sanctions on Russian gas.
  • This is a shrew move from the White House and closer cooperation with Qatar will allow greater leverage over Iran in future negotiations on Middle-Eastern security. However it is less clear whether a deal with Qatar can provide a solution to Europe's gas crisis in the short term. Qatar may have the capacity to divert 10 percent of its LNG to Europe although there are complications with Qatar’s contractual obligations and capacity for greater production before new gas fields come online in 2024.
  • Qatar's emergence as a key US strategic partner in the Middle East has allowed a back door into negotiations with Iran in the ongoing nuclear talks in Vienna and provided assistance with the US evacuation of Kabul.
