Spox: Russian Withdrawal Would Be Good Sign, But Still No Proof

Geman gov't spox delivering similar wary line as ministers and officials from other Western gov't re: potential Russian drawdown from Ukraine border. Wires carrying the comment that 'a Russian withdrawal would be a good sign, but that at present there is no proof of a troop drawdown being underway'.

  • Still a significant amount of uncertainty in the West and Ukraine as to both Russia's intentions and its actions along the border. Russian gov't and military statements seem to be indicating a drawdown along the border, while Belarus also claiming all Russian materiel will be gone by 20 Feb when military exercises end.
  • However, gov'ts of US, UK, Germany, as well as NATO leadership have expressed significant doubts as to claims of withdrawal, citing lack of proof.
  • Situation remains extremely fluid, with Russian withdrawal or a Russian incursion into Ukraine still both realistic scenarios.
