White House To Brief House As Congress Edges Closer To CHIPS Compromise

Commerce Secretary Gina Raimondo, Director of National Intelligence Avril Haines, and Deputy Defense Secretary Kathleen Hicks will brief the House of Representatives on the national security implications of failing to pass the USCIA/CHIPS bills this afternoon.

  • The House briefing follows an all-Senators briefing yesterday, and comes as lawmakers appears to be coalescing around a compromise which will detach the USCIA portion of the bill and push through the USD$52 billion for US semiconductor manufacturers.
  • The compromise would abandon items related to competing with China and investing in high-tech research and development.
  • Senator Todd Young (R-IN), one of the architects of the USICA, has already spoken against stripping USICA elements of the bill, suggesting that legislating a slimmed down bill won't be pain free.
  • Erik Wasson of Bloomberg wrote after the all-Senators briefing: "The White House would back a smaller semiconductor focused China bill that senators are coalescing around."
  • Raimondo said yesterday, "this has to be done before [lawmakers] go home for their summer break. It's in the interest of every American so we can sleep easy at night knowing our national security is protected and China won't eat our lunch to pass this bill, particularly the chips component because that's the most time sensitive & I hope they do the right thing."
